The head coach has shown he isn't afraid to make the big decisions, opting to cut Hart and Wilshere from the squad set to travel to Russia.
There's also no place for Adam Lallana who picked up too many injuries throughout the season, whilst Newcastle's Jonjo Shelvey misses out despite having a phenomenal season for the Magpies.
Instead, Southgate has given inexperience the chance. Ruben Loftus-Cheek, Trent Alexander-Arnold and Nick Pope have made the 23-man team despite having two senior caps between them.
However, five players will train with the squad on stand-by, just in case any have to drop out through injury.
